Launched in 2011 by the New York City Department of Probation, the Neighborhood Opportunity Network (NeON℠) is a network of community-based centers in the seven neighborhoods where large concentrations of people on probation reside. The NeON℠ brings together a network of partners–individuals and organizations, public and private–working together to improve public safety and promote the success of people on probation by working with them in neighborhood settings.
A key to the program’s identity is the design of its facilities, which are conceived as “resource hubs” painted in bold, uplifting colors with durable, but not austere, furniture. Along with myriad other changes, the NeON℠ offices signal an ongoing change in the way clients experience the probation system.

Spaces of Justice is a year-long series of tours, panel discussions, and other public programs that allow the public to examine firsthand the spaces with primary responsibility for producing safety and rendering justice in New York City. Major support has been provided by the National Endowment for the Arts and a grant from the Reba Judith Sandler Foundation.
